Construction on Norfleet Elementary began in 1961, along with Raytown South High School. Funds for Norfleet were garnered from one of 17 successful bond issues passed by Raytown voters in 18 consecutive years. When Norfleet was first built, it sat almost alone in pasture land and fields before its opening in 1963. Soon, however, new housing developments in the area helped fill Norfleet's classrooms with students. Mr. Ernest Ellis, who had previously opened Northwood School and Chapel Elementary, was Norfleet's first principal.
